Operational Programme Human Capital (OP HC) constitutes an answer to the challenges posed by the amended Lisbon Strategy with respect to the member states of the European Union, including Poland. The main objective of Operational Programme Human Capital is to enable full use of the human capital potential and adaptation potential, increasing the level of society’s education, decreasing areas of social exclusion and supporting construction of state administrative structures.
The main objectives will be met by implementation of strategic objectives. Strategic objectives were determined on the basis of the conducted social and economic diagnosis of a given country and SWOT analysis, with simultaneous inclusion of assumptions from basic documents prepared on community and state level.
Strategic objectives of OP Human Capital include:
Increasing the level of professional activity and employment potential of the
unemployed and professionally passive persons;
Decreasing areas of social
exclusion;
Improving adaptation skills of employees and entrepreneurs
with respect to changes taking place in economy;
Popularising society’s
education at every stage of education with simultaneous increase of
the level of educational services and their closer relation to the
needs of economy based on knowledge;
Increasing the potential of
public administration within the scope of preparation of policies and
provision of high quality services and support for partnership mechanisms;
Increasing
territorial unity.
Within the framework of OP HC, the projects will be implemented by:
Labour market institutions and training institutions;
Units of governmental administration
and self-governmental administration;
Entrepreneurs;
Business environment institutions;
Non-governmental organisations;
Educational system institutions and universities;
Other entities.
Financing: The Operational Programme Human Capital will be financed in 85% from European Union funds (European Social Fund) and in 15% from state funds. The entire amount which is scheduled for Programme implementation amounts to EUR 11.5 billion, including the financial contribution of the European Social Fund of EUR 9.7 billion. The remaining amount constitute national funds.
Priorities Operational Programme Human Capital comprises 10 Priorities, implemented in parallel on central and regional levels. Within the framework of the central component, funds will be primarily assigned for supporting efficiency of structures and institutional systems, whereas the regional component funds will be mainly assigned to support for people and social groups.
